hello i set up the permissions and such but people can't talk or place blocks unless theyre op's
please help and also when i try to do /pex groups i get the whole /pex help screen

What permissions plugin are you using? Try checking the config of the plugin for any build/chat setting that require a true/false response. Or just use a alternative permissions plugin. I suggest PermissionsBukkit: http://forums.bukkit...2-5-r3-0.26785/

Well, have you checked your plugin is up to date? Any compatibility errors? You could try looking for true/false build and chat permissions in config. Maybe Tekkit just doesn't work with PermissionsEX, as I said, you could just resort to using a different plugin; PermissionsBukkit (which I use on my Tekkit Server).
Also, can't help you with the /Pex help :/
