I'm just guessing, but from the Minecraft Wiki page on Slime:

"Slimes spawn only below layer 40, and only in certain chunks that are determined pseudo-randomly by the seed of the world. Roughly 10% of chunks will be able to spawn slimes, based on the formula..."

Either you're not deep enough, or you simply aren't in a chunk(s) that will spawn them.

Slime mobs spawn in certain chunks of your world and assuming you found one wandering in that area, you need to remove all torches from the floor as they prevent anything from spawning on them.

It appears those are the only problems in your situation. If you haven't seen a slime spawn down there, then most likely they aren't capable of spawning there.

Also, remember that there is a spawn radius around you.

Mobs will not spawn within 24 blocks of you and will stop spawning outside 128 blocks. That means mobs will only spawn between 24 and 128 blocks from you. Closer than 24, no mobs. Further than 128, no mobs.

Thats only recently on pc version where they changed it to layer 40 and below. on 1.6.6 they only spawn on layer 16 and below

According to the wiki they will spawn if there's light, unlike other aggressive mobs. They won't spawn if you're in Peaceful mode.

Get  all those torches off the ground.  They steal spawning space... Try the ceiling.

Wider view.

Notice that there's no torches on the floors?  You don't need anything this massive, just pop torches into the ceiling to keep mobs from spawning.  This is over doing it but I wanted something to deliver to to ground level.  Started at level 6,  If I ever do something this again I'd start at level 12 or so. And yeah, this took some time.
Posted ImageProblem is, when left unchecked, so many build up in this room that the frame rate drops.

Either way, unless your digging in a chunk with known slime your outta luck.  But you will get a kick ass amount of diamonds hit or miss.  NOTE:  layer the above caves with slabs(awesome idea, thanks Static), flood them or fill them up.  And for gods sake don't use TNT.  The amount of diamonds I found along with redstone and iron, was staggering.

Oh hell yeah, just saw slime in my first slime pit... 16x16
Posted ImageThis was actually the first one I dug.  I shudder how many diamonds I probably lost, and the time digging it so deep.  Again notice how few lights are one the surface?  Craziest yet, I running out of cobble again.. Grrrr.  Wait till you see the surface.

Thats not a mobivator for slimes is it?

And if you have alot of pumpkins around you could use pumpkin head torches in the ground. Not sure about glowstone i think in 1.6.6 it was classed as a stone block not transparent but i could be wrong.

Not on the xbox.  They will not despawn either.  Meaning if there is slime on the map while playing normal, and you save and exit. then reload in peaceful that slime will still be there.  But new slime won't spawn.

Place some glowstone my friend, you can place it all over the area, even on the ground.
