How many people are on the server? Since you gave your specs, im assuming its locally hosted? If yes, 4gb ram can only hole about 5-8 people, including you if you play on the same PC.

Your CPU is probably struggling to keep up.

I have the same problem too.  How much ram will I need for about 20 players if I want minimal lag?  I have 8gb maximum ram.

Minecraft server alone will strain that system. Running the client and server on that machine will strain your system as a whole. Server is best run on a dedicated computer or a server.RAM alone wont help too much.

In my experience it means that there are people spread really far across the map loading all sorts of different chunks, straining the cpu.I'd just ignore it unless it was coming up a lot.
