Not that the idea is bad, but it isn't actually hard to change texture, language, and sound.
Texture packs, obviously. And different languages already exist (including Pirate and Elvish). As for sound, it doesn't really work like that. Eating anything, period, will trigger the same sound. So if you have a metal crunching sound, all food items must be metallic. Other than that, it's not hard to take the sound file you want (in this case, eating) and replace it with the sound you prefer (in this case, metal). It's nothing more than renaming something and copying it.

yes, yes, but all of the files will be a lot safer to use and can not completely destroy your game, I know the sound for eating is the same for everything, it was just an analogy. the suggestion is good for all the lazies out there, and the people who are too skittish to mess with their minecraft.jar
But, none of that even touches the .jar file.
Sounds are stored in the resources folder, outside of the .jar file. Texture packs are store rather obviously in the "texture packs" folder, also outside the .jar file.

I know that about the textures, they would pretty much stay the same way they are now I don't really care where the files are, I only care that it is easy to change the sound and language files without risks.
Well, what risks? There's not really any kind of "risk" you can have by renaming a file. As for the languages, I believe you can edit them in regular texture packs like you can edit the font, most people just choose not to. Or, if it's a real language you want added, I believe there's a translation project which still is/used to be operated by the community (I.E, anyone could translate, so long as it wasn't just plugged in to Google Translate or something and it wasn't incorrectly translated). Either way, it's not really a "risk" either.
it wasnt sarcastic, they would work well. have you seen the shadow of israphael? they take blocks, rename them, and re-texturize them. it would be easier to do so if they used an lsd pack, and could do it far more in depth. they could also release their pack, allowing players to wear pink undies.
Hmmm... I likey. Would work well for themed packs.
On a side note, how about naming them Base Packs and also add font, water, lava, fire and portal textures without the need for patching.
I can see this being useful. All it would do for the sound files and language packs would add the same code it uses for texture packs, making them all go towards the same .zip file. If a file is not found in the pack, it simply plays the default. The structure of the LST.zip could be like this:
LST.zip
Textures Folder
Same Paths as a current MC Texture Pack
Sounds Folder
Same Paths as the current MC Sounds
Language Pack File (Text File I think)
I support this idea, but I definitely think other things take precedence, as not too many people would use the extra parts.
