I just had the same problem. I tried this morning with multiple cards and accounts but nothing worked. I know Illinois sucks but minecraft is a game. Why can't I buy it?

Moneybookers does not have a license in the state of Illinois. Use paypal for the time being.

I am trying to purchase a Gift Code from Illinois. I am getting the same message refusing registration from Illinois. PayPal is not a payment option for Gift Codes, so I cannot use the workaround suggested above. Please let me know if there is any way I can purchase a Gift Code. Can PayPal be made an option for Gift Codes? I need a quick solution.

The reason is because it is now illegal to purchase minecraft in illinois because there was a case involving a hacker using minecraft to get games cracked so if you use a different state or use paypal for buying it you can get minecraft but you cant get it otherwise.
