How to make a person Moderator

Hello everyone,
so, just recently i got appointed moderator on my server, but the admin does not want me with op. So i was wondering what the commands or what plugin is needed to make it so im able to be able to ban/unban, fly, tp people, ect... but without being able to spawn items and use creative mode.
Existing mods on the server that might help are:
-Towny
-PermissionsEx

Edit: Pretty much op except unable to spawn items

You denote the permissions under moderator with whatever you want, and don't include it. Alternatively, you could give everything and deny a couple like so:
	- -bukkit.command.give
	- -bukkit.command.gamemode
	- '*'

Those are permission nodes, and they do work in PermissionsEx.

You just copy them from the plugin's page and paste them into the desired group.

im sorry guys but im just challenged with this plugin stuff, so do i enter these permissions in the server command box or ingame or what?

also what do you mean 'under moderator'?? how do i make a moderator group?

What does your permissions.yml file look like right now?
