I have a 4s and the default has running water I was just wondering if any other texture pack has it

the reason that water doesn't flow with custom texturepacks is becuase there is no mcpatcher for the pocket edition to support these HD/custom textures.

No.Only the Default or any Texture Packs which are supported by Minecraft Pocket Edition Texture Packs. If you have no Flowing Water but any Random Image,You need MCPatcher to support the Following Texture Pack.

My iPod 4G has no running water, just a static image and it is untouched by any 3rd party texture packs or jailbreaks.
