How do I set/get this data from a block? I am working on a mod that requires 4 bytes of data to be stored with a block, and I don't want to use tile entities. The wiki says these 4 bytes are similar to metadata, so I assumed it could be used the same way. Also, if it makes any difference, I am not using ModLoader.

It is the same thing as metadata.
Basically look at ItemMetadata
and use
ModLoader.registerBlock(yourBlockHere, MetadataClassHere.class)
and that's about it

it stores a number from 0 to 15

That's not 4 bytes. That's 4 bits.

if you need more you have to use a tile entity
