I now work on PocketTool everyday and I plan on releasing updates every week. It is being designed as an all-in-one package to install texture packs, skins, and mods. It does not require root. Simply download your favorite texture pack/skin and use PocketTool to install it. No computer or file browser required.

Launch PocketTool.
Install Downloaded Skins/Texture Packs:
Click "Install Downloaded Content"
You may install a skin by long pressing the skin you wish to install and click "Install"
You may install a texture pack by long pressing the texture pack name you wish to install and click "Install"
Return to the MainScreen (hit Back button)
Use Installed Skins/Texture Packs:
Click "Change Textures/Skins"
You may install a skin by long pressing the skin you wish to install and click "Use"
You may install a texture pack by long pressing the texture pack name you wish to install and click "Use"
Install:
Press your device's "Menu" button/key then click "Apply Changes"
Confirm the uninstall. Confirm the install.
Launch Minecraft PE (or Demo) and enjoy your new skin and texture pack!

Known Issues:
-PocketTool will now check /sdcard/Download/ and /sdcard/download/ for skins/textures. If your phone uses a different folder for downloads, please inform me.
-PocketTool only recognizes skins if the skin has ".png" in its name (i.e. "insertrandomnamehere.png")

An iOS version could be possible but it would be impossible for me to build because I currently do not have a Mac computer.
Actually, as far as I know, you still can make it for IOS with a pc. The only issue is that it's basically pointless to try if you don't have an IOS device yourself

Well I have looked into it but with a PC you cant distribute the app through the app store which in turn would require the iOS device to be jailbroken. I would prefer to have it distributed through the app store for non-jailbroken users.

Currently, It is working at the moment though I have to implement some error checking because the directory structure in the texture packs seem to differ from different texture makers. I will upload a working update shortly. Also, if you have any suggestions as to what you'd like to be able to do with this app, I'd love to hear what you guys want. I plan on adding an inventory editor in the near future

It does not require root and does not override any files. All the files are handled on the sdcard and all uninstalling/installing is done
through Android's PackageManager. What device are you using? What version of Android? What did you attempt to install into MCPE?
Great tool! But can you add in the settings (which doesn't seem to work for my Xperia Play) The abillity to remove the deinstalling part (I manage to get the game working without deleing)((And it's annoying to change all my options ll the time (((I have a lot of Tpacks))) ))

The Settings are not implemented yet. I will certainly add that as a feature soon. The inventory editor will access the level.dat of a chosen world and allow the user to type in the hex of the item they want or choose from a list of known item values. It will also be able to change any of the settings found in level.dat, such as spawn coordinates, time of day, etc..
What abouy pre-releases? Unofficial testing versions?
I suppose I could do that, but I'd like to have a more efficient distribution system. Also, I've added the ability to disable the uninstaller under the Settings.
Now, if you can just add an icon because that whole default thing is killing me. I would love you for all eternity...(maybe)

Except you can't have multiple skins, since you cant have more than one skin named "skin.png"
I thought it would because you said "skin" had to be in the name, but it only works if it simply says "skin"(.png)
