Sever over loading

Hello it is me and I wanted to know if there is a way to keep my bukket sever from overloading like after 30minutes it overload and it is annoying please help :DSWORD:

What are your server's specs and what plugins are you using?

no plugins currently probably somethings like big brother and ones for pvp, role play, and, dyn maps (how did you get dyn maps working on your website i get confused on how to do that)

Create a new text document paste this in there 
java -Xmx2G -Xms2G -jar minecraft_server.jar nogui
Save as Run Server.bat and save it it your servers folder.
Run it when you need to start you server up.

ok
internet speed is 54mbps
ram is 3.18gb.
and for cpu i got confused so here is what it is for the prosser "intel® core™ i7 cpu Q 720 @1.60GHz 925MHz"
if there is any thing else please ask

Proccesor is bottlenecking it all I think.

Get a new processor Nice 54mbps but that is probably your download he wants the upload

is there another way i could fix this without buying a new processor at all? because i am unable to change a processor(and it is to expensive)with out any one hosting it for me
