Has your external IP changed?

Check to make sure that your Local IP matches the one you forwarded the port with.
Hold down the Windows key and R, type in CMD, click run, then type in ipconfig. Look for your connection type [It should be Local Ethernet Connection or something similar] and find the IPv4 address. That's your local IP. Make sure it matches the one you port forwarded with. Or, check to make sure your Firewall allows it. If you did all that and still can't connect, try turning the firewall OFF, see if you can connect. If you can connect with the firewall off, that means that your firewall was blocking it. Allow every Java program you can find. [Mainly Java Platform SE Binary, or Javaw]. If none of this works and you have a dedicated server computer, you could just completely turn the firewall off. I'd stay off the internet, because your risk of a virus would be MUCH higher. MinecraftForum gave me a virus when I had firewall off, now it hijacks Mozilla Firefox and I can't use it anymore. If you don't want to take risks of getting a virus, just don't turn it off.

Turning off a firewall won't suddenly allow viruses through. Firewalls are designed to prevent unauthorised access into your network from external parties.
The best guard against viruses is an up-to-date antivirus client. If you're running Windows and you have a legitimate copy, then I suggest you use Windows Security Essentials, as it's free, and you don't need to subscribe every year as with AVG and Avast.
