NAME CHANGES!
This version provides complete support for identifying players through unique IDs and not by names, so that no matter what a player is called they will remain banned/whitelisted/oped/etc on servers. Dinnerbone has provided a helpful FAQ on what all this means:

Ask your mod maker/server owner. They should be able to support this system easily, but we aren’t responsible for mods or servers!
Can I already change my name? Where do I go? Will it cost? How often can I do it?
We will enable name changing when we feel that enough users are using 1.8 or higher, so that servers have time to switch to the new player formats. We do not have any details on how name changes will be performed or any restrictions that will be required to actually perform a name change. We want it to be easy and freely available, but we also don’t want people changing their name every 5 minutes!

I’m a server owner, what do I have to do when I update to 1.7.6?
Nothing, really. The server will update itself, but it’s entirely possible that it may require your input if it finds an issue (nonexistant players, for example). If your server fails to start then check the log, otherwise it’s ready to play!
Is this compatible with 1.7.5?
No, sorry. We had to change the protocol to support the new player formats.

This pre-release also comes with a lot more Minecraft Realms improvements, crash fixes, optimizations and general bug fixes.
Please report any and all bugs you find in Minecraft to bugs.mojang.com. If nobody reports a bug, Mojang can’t fix it!
To get pre-releases, open your launcher and press the “New Profile” button. Call it “pre-releases” and check the box saying “Enable experimental development snapshots”, select the version from the dropdown and save. To switch to the normal version, you can select it in the dropdown at the bottom left corner of the launcher. Back up your world first or run the game on in a different folder (See the “new profile” dialog).
Snapshots and pre-releases can corrupt your world, please backup and/or run them in a different folder from your main worlds.

One thing that could be awesome is a online based blacklist system that would update itself automatically to prevent griefers and banned players from joining new servers and cause havoc on them. The only downside is this blacklist must be managed by someone not from Mojang, they have better things to do than to argue with banned griefers that want to get out of the blacklist.
Who can change names? Non premium? Or just premium?
See, if non paid users can do this, all the name sniping will happen. You will find your unique name, has been stolen and held ransom. Popular YouTubers and gamers will be #1 victims of this.
Will old inactive account names be freed based on time? This helps keep the name pool open so you don't have Player23431423412 cause all other Player name is taken and its variants are taken.
Name Sniping will be a major issue here. I feel an dark omen brewing up.
I've read that yes, I understand how UUID works too, but lets says a player called AlvinMighty999 is known for griefing and banned from a server X, he can quickly change is name to TheNoob999 and go to a server Y where he's not known for anything and not banned and start griefing again since his name is unknown from anyone on that new server he decided to join no one will suspect he could be a griefer. With the current no name change policy, his current AlvinMighty999 could be well known by many server admins and someone at the server Y could know he's a potential griefer and watch him or ban him when he joins, but if he change his name, no one knows what he's able to do on that new server Y.
They already have this. It's called MCBans. Mojang doesn't have the authority to determine who can and cannot play since they're all paying customers. But sure, MCBans has its downsides since any server admin (which could be an immature teenager) has the ability to ban someone.
If name sniping was going to be a problem, it would've been a problem already. You can just go sign up for a new account with any unused name already so what is stopping them from just doing it now? I would bet that name changes are only for premium/paid accounts which have also been migrated over to a Mojang account. You might even be able to take the names from non-premium users which will completely negate the sniping issue. Non-premium users will probably try to fight back about this, but the answer will be "if you pay for the game you can keep your name"
The administrator can check the server log to see what UUID Foo had when they logged on and then will probably be able to ban the UUID directly.
Just an idea though, maybe it would be best to leave it up to the server owner (and maybe higher level ops or something too?) to actually allow the name changes. So as such, people would still join with their default account name, but if they want to change it, the owner would know about it and would change it, as to avoid extreme spam, griefing, or whatever other issues that might arise with name changes.
What do you guys at Mojang think about the aliases idea?
(I say that because MCBans is extremely inefficienct and constantly incorrect)
