To rename a single tool, you will need 55 iron ingots and 15 levels of xp (and the weapon can't be enchanted or it will cost more xp)
And it will eventually break.
It costs way too much.
EDIT: And you can repair normally already via crafting.

It's not like I kill 50 Enderman everyday just to get high levels. If I was able to make anvils without coding, I would make them a lot better than they are now, not much changes, just so they don't cost levels and so they last a little longer.
Basically, you can repair a tool by using another tool of the same type, right? But it costs levels, a lot of levels. So say, instead of the high amount of levels, it would cost the material the tool is made of, not much though, maybe just one. To name it, instead of costing levels, we could combine a tool and one paper to name it for a lower amount, one paper and maybe a few levels?
I don't know, just an idea they could try to enhance or something, but Anvils aren't what I expected that much, even if it is a snapshot.

Mojang will probably nerf the prices and remove the level cap. However, it should probably be expensive in a different way, because this tool is very valuable and it shouldn't be abused.

Remeber its easier to earn exp in 1.3.2 and hopefully in this new, you get it fast by mining aswell as killing mobs and monsters. Maybe its the reason for the recuirements.
