Quote from GoldK
If the community wants the server not to scale down because they genuinely like it, they will support it regardless of perks.
No. They won't. Nobody will freely give away money in exchange for nothing. Even when donating to something like the Red Cross or the boys and girls club or some other charity, you're doing it for the feeling of helping out a good cause. Minecraft servers are not charity. No one will donate to them out of some insatiable "love". The few people that do will not be enough to cover the expenses. Additionally, most minecraft players are too young to have jobs and are not old enough to manage their own money. How should a 10 year old be expected to come up to their parents and ask them to litterally throw away $20 for no reason?
You are right about one thing, the community knows what it wants. Countless servers have tried countless methods of monetization. They've tried 100% pure donations, cosmetics, in-game ads, pay to play, pay to win, but in the end, the community has chosen "pay for more". They've spent the most money on servers offering fair and balanced purchasable ranks/features and for that reason, those servers have survived and become the most prevelant leaving the others to die off.

At 16 GB you'd do best to move away from shared hosting from a GSP and rent a VPS or even a dedicated. Here's a few of the more commonly recommended ones. Most dedicated servers/vps don't come with a control panel pre-installed so you'll either have to install it yourself or ask them if they can do it for you.

It's a bit hack-y. I haven't tested it to see what would happen if you had command costs, limits, cooldowns, or warmups and I'm not sure how it'll function if a player hasn't done /sethome or if they only have one home.
Additionally, it'll still print the list of available homes even if you just go to /home home. I couldn't find a way around this and you wouldn't want to anyway because if you did, there'd be no way for a player to find their homes.
Possibly try using a dedicated aliasing plugin like MyCommand or CommandHelper.

Start here.
If you need help narrowing it down I can make a few suggestions but without any preferences to work with I can't really help you. Search around on Google to see what you're interested in. Unfortunately, some of the plugins you'll find will be outdated and the only way to tell is if you try it out.
Make sure you have an economy plugin such as iConomy or EssentialsEco. You'll also probably need Vault as it's a commonly used plugin to make sure your Economy and your Shop plugins are compatible.

These are actual rough pricing quotes from professional custom plugin devs that hang around some of the more "professional communities" (aka nowhere near MCF). Never, ever, use MCF's "Looking For" sub-forum for anything other than indirect advertising or recruiting 9 year olds that want to be admin so they can ban everyone.
Small plugin: $10-35
Medium plugin: $35-70
Large plugin: $70-100
Custom Minigame: $100+ but they usually max out at around $500
If you want a custom spawn built that'll run you around $50-100+. Want a YouTuber to do a series for you? Cough up $300-1,500 per video. Custom website or premium website template? $50-100+. Want to do a network and have multiple servers linked via bungee? $100-200+. Want actual DDoS protection for your site and server? Forget it, that's close to $500+ and all it'll take is some spare change waved around on certain areas of the deep web in front of the right people to lay all that DDoS protection money to waste. Of course, you could always cheap out and hire some amateur that can do these things for $5-10, maybe $20, but at that price point the quality of work you'll be getting can be found somewhere else, better, for free.
Big Minecraft servers are a very, very, exclusive club, everybody knows everybody and they're very elitist. You have to know someone if you want to be taken seriously. Some of them even laugh at anyone who thinks MCF is good for anything other than trolling newcomers to the industry.
I would suggest staying as small as possible. Use pre-made/free plugins and always use ones found only on dev.bukkit.org as those are checked to make sure there are no security backdoors and that they only do what they say they do.

http://dev.bukkit.org/bukkit-plugins/landlord/ <- My personal fav, lacks some features like controlling mob griefing (creepers)
http://dev.bukkit.org/bukkit-plugins/grief-prevention/ <- Devs that took over this plugin after original guy left kind of ruined it...
http://dev.bukkit.org/bukkit-plugins/grief-prevention-classic/ <- I would recommend classic version of GriefPrevention if you want to use GP
Top three block logging plugins =
http://dev.bukkit.org/bukkit-plugins/logblock/ <- Been around forever/trusted name
http://dev.bukkit.org/bukkit-plugins/coreprotect/ <- Easiest to use
http://dev.bukkit.org/bukkit-plugins/prism/ <- Most features
