I know of a server that almost fits with what you are looking for, it's called Sheepserver :> let me break it down for you..

The server was founded 4 years ago back in beta 1.7.3, we still have regulars from that time. The environment and community is unique, very friendly and welcoming (you'll see)
Around 15-20 people on at a time (flooded chat is a pet peeve)
Like most servers, the number of players shift up and down throughout the day. You'll see between from 0 players to 25 when you join, but if you join and the server when it's empty, you can count on people joining shortly after The player limit is set to 25, but it can be increased if needed for large one-off events like slaying the enderdragon, hunger games, or similar..
Neat player ranks (mod, admin, owner) and nothing like [deezenuts] or [headmod]/[chatmod] or any long titles like "minecraftlord[deezenuts]Osisoris" cause thats super annoying and clutters the chat
Couldn't agree more, I despise noisy chat names. When people talk, you'll see one bracket before the playername, for example -> which means they are currently playing in Survival world, [A] for adventure world with the 2-player co-op puzzle, [C] for Creative world and [G] for Games world. Not even the owner has a special name tag, server staff are considered normal players unless someone asks,
-ECONOMY based server that is RAN BY THE PLAYERS. Like chest shops and such, not a giant shop at spawn that has everything, a spawn shop is okay as long as it lacks in natural materials or sells them at a really high price. Give the players the power of the economy!
The server actually use gold ingots\nuggets\blocks as a currency, it worked pretty well the past 4 years and it still does :> There is a spawn shop, but most of the stuff that is sold there are items that you only find so many of in a world, like packed ice, sponge, that sort of "deplete able" stuff.. Everything is overpriced anyway to encourage people to use the shops that players made in spawn city
-No kids please, more specifically immaturity, i don't want to play a server ran by a twelve year old or something and runs the server on his/her mom's computer.
We have kids, no age limit. We have had as low as 8 year olds up to 57 year olds ^^ The kids here are awesome though, I think it has to do with the friendly and helpful community. Immature behaviour is not wanted though, so there is a "no immaturity" rule. This rule is enforced to a sensible degree, all the members of staff are mature and have been trained in how to deal with all kinds of situations.
-Towny is fun but i dont need it
Sheepserver does not use Factions or towny, we like to have physical references to stuff so we use PreciousStones for protecting our stuff in survival. This means you can use PS to place down a diamond block which protects a 41x81x41 area around it (cuboid field). Protection is in theory not needed because if someone griefs your house, staff will deal with them and roll back any damage done. There are also other useful preciousstones you can use, but you can learn more about that if you decide to try the server out
-MCMMO is a plus. I love to compete for the highest levels and it gives minecraft more depth. But if you can donate for levels im out. wont even give the server a chance.
No McMMo. NoCheat plugins really doesn't like McMMo or any other plugin that changes the default behaviour of minecraft. There is a dirty workaround for this, but it's not particularly stable :/ Besides, the sheepserver punchline is "Minecraft the way it was intended", which means it's trying to keep it as close to vanilla as possible, but with the protection and tools needed to play multiplayer.
Not sure if this is what you mean by different worlds, but the server I know about has Games, Adventure, Creative and Survival world. The main focus is on Survival though. It's a small'ish-medium'ish server with 25 slots, usually you'll see 4-12 players online depending on the time of day and day of week etc..

Neat mods indeed, I have been using ArmorsHUD and PopEnchantTags as well as your Biome borders mod in 1.8 and I loved it
