are your AMD drivers fully updated from their site?
turn off things like Skype, iTunes, DropBox etc make sure that your anti virus software isn't intervening, if you have Norton: REMOVE IT!!! install the free one provided by Microsoft.
Is it on a server?
Are you the only person online?
How fast is your connection (upload speed + download speed)
Are you using the right router for your connection? (801G is no good with fiber BB)
Are you the only person using your internet connection at the time (if a slow connection)
all these I found have effected FPS (and I play at max 20fps due to hardware limits)

looks like a good book from i've seen but don't expect massive FPS, the youtube video shows it playing MC on a multiplayer server

best way to increase FPS is to reduce render, decrease particles and turning off clouds.
