As stated before bans can be done via IP addresses which is commonly done, granted this would also ban anyone else in that household, but also mentioned before a ID thing could be done where each person has their own id number (assuming this isn't already done) and the bans could be done on those.
But to address the issue of people assuming someone's old name and "running amuck" with it so to speak. Old names could be placed on a cool down list if you will and cannot be used except by the original founder (in case they want to switch back) but if unused for x amount of time (say like 1-2 years) it would go off the list. The rep behind the name might get ruined by the new user, but lets face it if they haven't swapped back into it for over a year, odds are they're not going to and will be making their rep on their new name.
The real problem is people coming into names that have a bad rep to begin with. The /player and such infos should also include the date in which the user started using the name, that way people can see that this person using the name isn't the same person that was using it before which they may have hated. Addtionally because there would be that cooldown/reserve period noobs/thehated can't simply "refresh" the date on the name by swaping to another name then swaping back sense the start dates of the names on reserve would remain untouch until expiration.

Awesome to see this updated to 1.12.2! Going to be interesting to see what can be done with this after 1.13 the aquatic update, maybe add Polynesians and the like and a Atlantis culture perhaps with floating cities and what have you. Just a thought.

Had this issue too, ultimately I completely removed OpenJDK (all versions) and just had Oracle Java Version 8. I tried updating the cert's, no change, but then I did the reinstallation of the certs and it started working for me. Also side note on linuxmint 19 Beta (based on Ubuntu 18.04). Perhaps try updating the cert again?
If that doesn't work you can install and run the Snap version, yes you can install minecraft via snap.
- Install snapd if it isn't already.
- Install Minecraft -- " sudo snap install minecraft "
Not sure about vanilla Ubuntu, but with Linuxmint 19 (Cinnamon) you may have to relog for a shortcut to it to show up in the menu.
Also if you want to install mods and are looking to install forge direct it to "/home/<you>/snap/minecraft/common/.minecraft " that's where the profiles and saves and etc are stored.

I was wondering if there currently any mods that add hunger to peaceful mode that is available for 1.11.2? (or will be soon at least).

First off this isn't a normal small mod, and due to 1.8 it has to be rebuilt from the ground up it's not something optional just something the modder has to due in response to the massive code change in 1.8, second the modder more then likely has a life and can't spend every waking moment working on rebuilding this large mod from scratch. The mod isn't dead, just taking a very long time.

Also could even do a space layer. Obviously wouldn't be in vanilla I'm sure but a mod could more easily add a "Orbit" and "Deep Space" with later spawning random asteriods and both airless (I suppose they could be donw for vanilla, build up to it. Would have to do air cabins or the sign trick trick like is done for underwater). Outside those two I would think you would need to do some vehicle/portal thing to travel to any "worlds" such as the moon given the nature of it all.

Went over the TC's config but don't know how to handle items or how or if able to link to the goods.txt (or even if it should be). Wish this was more simple like just providing object ids...

I don't think the mod is really endanger of dying anytime soon. Everyone (forge, and many other mods as well) is really just waiting for the Minecraft Coders Pack to release for 1.7.2, 1.7.2 was such a drastic change that its taking them (MCP) a while to adapt.
