I thought that the server needs decent guards who are good at pvp and who can enforce the rules and who can ensure the safety of all prisoners, and make sure that nobody cheats. Things have changed since then, and now there is only one guard. There are many times when that guard is not on as well. A whole prison server cannot rely on one guard, and should have many.
