How much time could you be on the server weekly?: Well being all over the world kind of makes it difficult to tell, with so much happening. If I have nothing to do (getting houses, mall, agreements, sorting visas for the trillionth time etc) then I have a full 8-10 hours a day to play.
What do you know about Roleplaying? Give a definition of what it means to you.: Roleplaying is quite literally playing out a role as though you are that character, in the sense that you are simply what you would be in that world's rules, lore, limitations and expectations. If you are a peasant you probably can't read. If you are a noble you probably don't want to hang around peasants.
In your own Words, describe what Metagaming and Powergaming are. Metagaming is the thought process of knowing things outside of your normal ability, such as being a peasant that can read, or an architect that can build, or a warrior who can live a quiet life as a town mayor. Powergaming is a combination of using metagaming -- knowing everything -- to gain an unfair advantage over all else. Such examples being knowing where you should go, when you should go, how you should, and what will get you statistically and mathematically the most power in the most efficient way.

What is your Race?: Human primarily because I want to be able to dig, dig, dig up tombs, catacombs, dungeons and quest goodies. PREFERABLY a human because as an evil (accentuate on that, if you will) cultist that might be a fair bit of fun in the game.
Biography(This should include the history of your character and his life as well as age, appearance and personality, etc.):
He was born at the peak moment of an eclipse, a terrible omen that predicted cruelty, selflessness and becoming a sociopath or something equally unsettling at the coming of age -- his mother died giving birth to him. He was risen in a house of nobles, rich, ambitious, dedicated and most of all: twisted. He knew that being born on a day like this was not a curse, but a gift. He was given the gift of complete moral and ethical withdrawal; his inability to feel for the pain and grieving of others made him realize just what he would be capable of: he could undertake any challenge without hesitation. If asked to slit a throat for a pile of money, he would not worry about the life he would end and the complications, but rather being chased for it. The killing would hit his ethical code of conduct like a comforting breeze.
His growing sense, or lack thereof, appreciation for others and their lives has allowed him to pursue one goal: Power. Complete and total power. He assassinated his father exactly 20 years after his birth during his sleep, trying to gain his wealth. Instead, he was ratted out by one of the many guards in his house just moments after he committed the act, and was banished from his homeland. His skin is VERY pale because of the dark arts he has been practicing in, most become nervous when seeing his repulsive state.
- Character Personality: ***VERY*** silent. Talking has become nearly meaningless, stating his name is more or less the last thing that the people who question him will ever hear. Everything else he does is in written form. He is a bit forgetful, so he writes almost everything he discovers down. He is not scared of the undead, the mutations, and the horrors of the world, he embraces them.
- Your ambitions: Creating dungeons, tombs, catacombs and so on EVERYWHERE.
Out in the Wilds, your character comes across a small cottage. Outside, there appears to be an elf struggling combat with two bandits. What does your character do?:

Who knows, perhaps some guy will find a hole in the wall that leads into his maniacal structures and architectural feats. Pitch black, forgotten tombs beneath the cities will moan with the undead and be filled with the occasional tools and treasure. I am a villain because of my past, an outlaw in many human cities, if my name is discovered (I must tell them) then chances are most people will know. No seriously they tend to be dead before they can tell the town that I'm building a damned temple of despair beneath their feet.
IF NOT: Can I build them out in the wilds? Is there a plugin that makes you safe from monsters and whatnot, since I will be working in the dark alongside them a lot.

Sadly, you didn't have a player act as the last boss. The dungeon master equipment chest that you raided at the end was actually supposed to belong to a player who would fight you in the end. He was supposed to be the final boss.

Oh nice! I think that it'll need some eyes though, perhaps some very light, pale blue eyes with a sort of glow coming off? It'd be great. Also, leaves and branches coming off from the top. It'll be perfect!
This is beyond the impossible. There is no way to truly, safely keep your place safe. I suggest building under an ocean of lava in the nether a thousand blocks between you and the nearest portal. It'll delay them for quite a while.
In reality, the multiplayer map is only if you want a boss player, it HAS to have a second player there. The single player version can still be played with multiple people if you want to fight monsters at the end, rather than an incredibly powerful creature.
