On the economy, it appears there is no source of money. Without a small inflow of money tied to time playing any economy can't work.

You can sell items at the bank, rent a shop plot to make your own shop, vote, donate...
And on top of it all.. you literally receive money for playing. (1$ a minute - which is a small amount, but it helps!)

I do believe you tested by disabling plugins but most simple cause would be from one of them blocking pvp.
Just to make sure check the following plugins/other;
Have you set the __global__ region to deny pvp? Check with /region info __global__
Several essentials config options can interfere with pvp, go through and check the whole file.
NoCheatPlus could possibly but unlikely be interfering with Pvp, check but I doubt it.
If all else fails do you have backups of config files?

Look around in the McMyAdmin scree for any options relating to PVP... sometimes these custom launchers can set change the Server Properties while ignoring what's in the server.properties file...

It's running craftbukkit (latest recommended version) - and is hosted by Redstonehost.com. (Diamond tier) and has McMyAdmin as a control panel.
Problem:
PVP used to work, however today it suddenly stopped. This is a big deal because I'm getting tons of complains about it because this is a PVP server.
The server.properties file has PVP Set to true, and I haven't changed any configs recently.
When players try to hit, nothing happens - no error, nothing.

After about 2 RL days I uncover the little hole and sure enough there's a little baby blacksmith.
I guess it just takes a REALLY long time.

Okay. Well something happened and now I have 3. I placed 2 underground in case the other one dies.
All I changed was added double doors until I got 20... But now that I have 3 left I'm guessing I don't even need 20.... They still aren't spawning a baby.
How would you feel if a creepy bearded man is watching you make love? Just leave them alone.
In all seriousness, you need more doors. 21 doors is required to have 7 villagers, you have 20. A screenshot would help to see if you did something wrong.

If you saw the hearts, then they're trying to breed; be patient, it should just take some time. In order to breed, both villagers need to be in love mode at the same time. You might try corralling them all into a small area so that they can't wander too far off from each other. Check the link in my sig for more details on breeding and other village mechanics.

They just stand at each other for a little bit then walk away.
So far there hasn't been two villagers in "love mode" at the same time.

I run a legit SMP Server and we found a NPC village.
A few villagers have been picked off my zombies so I decided to make them breed to repopulate the village.
I added 20 doors which according to the wiki will make them breed, and indeed, the second I added the 20th door, 1 villager got hearts all around it and ran to another villager. They stood facing each other for about 10 seconds with only 1 having hearts, and then they just walked away, no baby.
This has confused me. I haven't really explored the whole village system with breeding and iron golems.

I ran a server a while back but took it down for whatever reason.
Anyways, I want to start one back up again, and I've set up everything like it should be.
Downloaded Minecraft_Server.exe and put it into a folder on my desktop called "Minecraft Server".
Then I simply ran the Minecraft_Server.exe and in the server log I get this:

I don't type a command. It's a button I press inside McMyAdmin, "Start Server". There's also "Restart server" and "Kill Server".

6x8=18 and I have 20 doors.
