The MCP, which is what forge has been based off of for years was made with the cooperation of Mojang. Mods aren't just "cheats" or things "the developers didn't want added." They are additions to the game that made the game repeatable for many of us who had vanilla beaten years ago. Mods like Tinkers and the-like take the game to new levels for us. Yes it's infinitely creative, but only within it's parameters, which isn't enough for some of us.
To say something ignorant like "Most mods are nothing but cheats anyway" invalidated thousands of hours of work people with programming experience, have taken their time to do. Many of these popular mods have been downloaded over 10 million times and in the case of Tinkers, 20m, and obviously mean a great deal to some people.
Now, if you want an actual mod and not just a simple addon, yes Gunner is correct in the fact you probably wanna stick with the Java version.
I'm not gonna go into the monetize speech because MS did buy it and wants to make money off it, though making money off texture packs and such to me is silly, but that's just my humble opinion.
