Invulnerable to make player not hitting the zombie
just tag the zombie and constantly effect it with invisibility (and i recommend also fire resistance). for the second thing,repeating command block: /execute @p[r=your radius] x y z /summon Cow ~ ~ ~ {Passengers:[{id:Zombie,ActiveEffects:[{Id:14,Duration:999999}]}]} with x, y ,z the command block's position
Edit: the command for the invisible thing:
scoreboard players tag @e[type=Zombie,r=your radius] add Effect {ActiveEffects:[{Id:14b}]}
effect @e[tag=Effect] 14 1
effect @e[tag=Effect] 12 1
Edit 2: you should also kill @e[tag=Effect] that is not riding a cow, but i haven't figure that out yet

You mean a player with a xp level AND also having the item? or a player holding an item that has a certain durability?
