Hey, I recently got it into my head to do a cowboy style series of mods, my ideas aren't exactly the same as yours but they might be similar enough. Dunno, you can check it out when i get going on it.

just a thought, we might want to make a new model for the space marines
they really should have dimensions between a zombie and an iron golem and we could make the shoulders larger as well,

This looks like an awesome mod.
For jumppacks you could make an item similar to the Thaumcraft? meteor boots,
you jump extra high and if you press shift on the way down, you make a large impact
Jump packs are not the same as jet packs, they dont give you full-flight, they let you jump with more height and maneuverability,
at least that is what i get from the fluff.

Also ELDAR, should be pretty awesome.

I think we need multiple unit types for each race, so we get more chapters (meaning Dark Angels), and veterans and Chaplains.
And for Eldar you could do the different aspect warriors

I would love to help you out with this mod, but alas i have zero experience, (maybe i could do skins, totally up to you of course)
