I just released 13.0_01, This is mainly a compatibility and maintenance updated, most of the missing textures have been added, this should work fine with 1.9, but let me know if there are any issues.
Redwood Pack 13.0_02 fixes an issue with the redstone torches that made them appear to be on.
Is there anything a creator can do about external sites hosting their packs with adfly links to make money without asking for the creator's permission? I have been doing some research when I updated my pack and I have noticed several of these sites.
I tried it with 14w11b (with both versions of your pack) grass displays fine. If you made some sort of changes, unless you upload that file so we can test for it to try and see what the issue is, I can't help you.
Also, some issues in your pack you should fix:
Delete the sound folder, they take up a large majority of your pack, and are unnecessary bloat taking your pack from 2MB to 7MB (which, for me with slow internet takes the file from "this downloaded almost instantly" to "I forgot about that". Rule of thumb: if you don't edit the file, don't include it.
Your redstone colormap is not loaded by MCpatcher. The names are wrong, names should be in all lower case. You have:
I came back to check on my texture pack and see what was changed after a 1-2 month hiatus. I booted up my texture pack world to be greeted with the Garry's Mod blinding "texture missing" texture. Any idea what is causing it, as far as I can tell, all the "missing" blocks are the same grass blocks as the working one.
This is what it looks like with the most recent snapshot.

I have updated the pack to be compatible with 1.7.1. I have also ended my 1 month AdFly experiment. I noticed little change in my downloads, but I did not get enough clickthroughs to justify maintaining it.
I'd say it depends on your motives. For a first issue, you must not hold monetary gain as the main motivation to continue. I'm not accusing you of using it as such, but make sure to avoid that, as it can often result in worse textures, loss of ambition on slow days, and is rather unethical to many.
Whether or not it is reasonable would depend on the reasons for using it. For me, I use adfoc.us because I am 15, one year too young for an actual job, so I have no standard income. I have things that I want, as anyone would, but my family isn't wealthy enough to get the rather expensive things I want, so I use adfoc.us as a small source of income to help me with such things. That said, I still maintain my packs mostly because I enjoy texture design, and that stands as an ulterior motive. It wouldn't be as necessary if you, for example, had a job and were economically stable. It is up to you, but bare in mine that hosts with ads, including all monetary linking hosts, will lose some customers. Balance out what is most important to you on that note.
I was born with a ton of Medical problems, as addressed in my forum topic, I even had a heart transplant. As a result, money is very tight, end even though I am 18, I am unable to get a job because of all my issues. I am using Adfly for the same but different reason as you. If I didnt love doing my textures, I would have stopped 2 years ago.
It should also be mentioned that most people dislike adf.ly if the person using it has no alternate download, or shames you for not downloading it through the adf.ly link.
It would be smart to wait to use a money-making link until you get a decent following, and see what they think about it.
I have started an experiment, in 2 1/2 years I have gotten a total of ~75k downloads so I know I have a good following. I have also provided and alternate link set. I am going to see if I lose some downloads over it.
I have seen a lot more people been using Adfly. I have seen Opitifine and/or Forge Mod Loader use it. Is the stigma against it still there or has it passed?
