That's odd... You shouldn't need java, as it's included with the new installer, so it's not a local java install issue. It should automatically install it. Did you try to reinstall with a fresh downloaded launcher after deleting the .minecraft folder? If not, delete the .minecraft folder, and reinstall with a fresh one.
That's to run a minecraft server, not to play minecraft. You have to run the minecraft launcher or installer, not the server file. Servers and clients are two different things.

I didn't change anything since the lag started. I really didn't.
Maybe try updating your drivers? I'll be watching this thread.
Please read the OP. It doesn't work on either Windows 10 or 8.1. (I have both installed, and switch between them when I have compatibility issues). Additionally, it was working perfectly fine on 10 right before I went to sleep.
New to minecraft, and can't buy it myself because my parents are all "blarrghh ur a senior blarrghhhh AP practice blarrrgghh", so i hope to win. This is amazing. Thanks!

Delete your .minecraft folder, download a fresh installer, and go from there.
To delete your .minecraft folder on a Windows computer, go to: C > Users > Yourname > Appdata > Roaming
You'll see your .minecraft there. Don't touch anything else.

The server file is different than the game. From what it sounds like, you're trying to run the server file.
