It just looks like you dreamed this up in one day and decided to post (Which is a very bad idea as it is best to put months of planning into this type of thing).
I'm about 75% sure of the host I am going with but I would kinda like to go with one that has been around for at least a couple months and has some rep, Any other suggestions before I make my choice?
While ping is important the best way to test a server will always be to just log on and see how the gameplay is. This s why we always advise our clients to connect to our test server before buying. I've connected to servers with a ping under 100 which are unplayable due to block lag and some over 300 which are lag free.
I advise connecting to a few through the mc client and possibly requesting some free trials to test your plugins out.

He has just joined both test servers and is having Block lag on them both, As I am in the US it is perfect for me though.
We are getting an EU node very soon though, and would be happy to move you in future.
I have had experience with Minecraft Servers for well over a year and a half and will say that Ping does matter, High ping causes Block lag and Mob killing lag on all servers.

Okay, I will take you both into consideration, Also I would like to add that the server needs to get under 130ms Ping to Spain as my friend is from there.
