Ah, it looks like you've only played the newer ones, meaning Reach and 4.
You can't really base Halo off of 4 and Reach. That's when most started saying Halo was going downhill. I disliked 4, sorta liked Reach, but 1-3 were really great. You should really try those. There were definitely changes between those games.

Just don't pre-order in general. It's nearly always a bad idea. Luckily, I've only been gimped once, and that was the trainwreck called Aliens: Colonial Marines. Even if it's your favorite developer, I'd hold off. The game is still there up for purchase on launch day. A gun skin or a TF2 hat really isn't worth your $60 that could be spent on potentially greater games.

Why should they? Halo is pretty much Xbox's icon. With this, they're using people's nostalgia and the fuss about 1080p/60 FPS to get people to buy it. And, people who were kinda interested in Halo but only played a bit could buy this. This could be a huge boost towards Xbox One sales.
I want Halo on PC as much as the next guy, but this is huge for the Xbone. They should at least wait a few months to get the sales from PC gamers who decided to buy a console for this.

Go learn a programming language. You've got Visual Basic, Python, Lua. You can then learn more, like C++, C#, or Java, as the previous languages are great for learning. There are all kinds of wonderful tools out there to help you, like Unity, XNA, LibGDX, SFML, SDL, Unreal Engine 4, CryEngine, and much more. And then if you wanna learn more of the art side of things, use some free tools like Blender (3D modelling) and GIMP (Image Editing). Or you can use the more expensive software, like Photoshop, Maya, or 3Ds Max.
And to build on the start simple thing, I mean simple. I don't mean top-down 2D dinosaur shooter. I mean like Pong, Space Invaders, and Tetris. It may be boring, but it'll teach you some important aspects of creating games. Go search up on some stuff if you really want to become a game developer; there are tons of resources out there. That's my suggestion.

It will also be a PC exclusive, luckily, and the Unreal Engine 4 community may shape the future of the game as the source is on github. I, for one, am very excited to see how this turns out. Especially since I'm subscribed to UE4.

I really disliked UDK(UE3) because of the interface and UnrealScript, but 4 improved it so much in my opinion. Note that there isn't a free version, at least not yet. It's $19 a month, but you can cancel the subscription at any time and keep access to everything. You won't get any updates 'till you pay another $19, though. And I somehow forgot, you get access to the source code!
It may take a bit for it to start up, though. Unity has excellent documentation going for it, and that's probably one of the reasons the community is so big. UE4's isn't as good.
