I made a new server today and I typed in my public ip instead of just local host to make sure it would work when i went to my friends house later but instead i got the error message "Java.net.connectexception: connection refused". anyone else out there with this problem who has fixed it a solution to my problem would be appreciated. thx.
You must type "Localhost" on your own machine. What you are trying to type in is an external IP, and can only be used by machines outside your network.

Not true, I can use my external IP to connect to my own server within my network.
MajorDC: The best and easiest way to see if it's even possible for other people to connect is to add your external ip to your server list while your server is on and if you see your server on then it's good to go. If not, then it might be a port forwarding issue.
You may need to reinstall the locally installed files that Minecraft puts into place.
To do so, press your Windows+R keys, type in %AppData% at the dialog, and press Enter. In the window that appears, open the .minecraft directory, and delete everything except for the saves directory that you see therein.
Then, try running Minecraft again.
If the same error occurs, copy the entire Server log to gist.
