I have a Windows 7 Ultimate PC. It can run FSX plus the FSX Accelerator pack with no lag at all on "Ultra-High" settings. The only problem is it can't run fairly powerful new games because of it's graphics card for example, Crysis 3. I get around 20-27fps without optifine. (Optifine didn't help). I have updated my graphics drivers, and my Desktop performance for Windows Aero in Windows Experience Index lowered from a 4 to a 3.9.

Go to the NVIDIA control panel, select Manage 3D Settings, set preferred graphics processor to "High-performance NVIDIA processor". Click apply then attempt to run the game again.
After doing that, update LWJGL. Some users performance increases after doing so.

Thanks. Theres no "preferred graphics processor" option. I updated LWJGL with no luck on the fps.
You know what's also strange. When I had Windows Vista on this computer I was getting around 90-100 fps on far render distance fancy graphics. Then when I switched to Windows 7 Ultimate I was getting around 50-60gps on normal and fancy graphics. After updating my graphics drivers and over time it worsened. I just did a defragmentation a few days ago.

Other than that, there is nothing else I can suggest. Your graphics card isn't exactly on the high end of things.
