In the past, I was running the server on my home computer so I encountered issues all the time. I have now moved to no-ip but you can still use the normall IP: 86.0.58.204:25565. The other IP is: lieutenantsurvival.no-ip.org.
We have Bukkit Essentials, bPermissions, bChatManager, Chestshop, WorldEdit, WorldGuard and others.
Ranks aren't determined yet, if you play for a while and are kind and a good addition to the server, I will make you mod/admin.
The spawn is big, and I may install other plugins on request. But for now, have fun on my server!
