I finally figured out why snow appears in my cartograph summary when I know there aren't any snow biomes in my world.
If mountains are tall enough, snow appears at the peaks! This tree was poking through the clouds in a particularly rugged area and I found snow on top. A couple other trees in the area also had snow on top.
....I'm so confused right now. Someone validate this...?

I've found snow on mountain tops as well, even when there were no snow biomes in the world I was in. There was also snow on top of the tree tops on the same mountain, just like in the picture the OP posted.
i got nothing... im sure snow doesnt "grow" on high surfaces, becuase it no longer snows. But they can maybe generate there.

even though this is minecraft that we're talking about, the game, in relation to the biomes still thinks that its colder in higher places, and as you go higher up, it gets colder

I have found that snow generates above cloud level.

After 10:30 PST, my IQ drops to around that of a shovel, please disregard anything I say after aforementioned time, it will likely not make any sense, and is best ignored.
I actually found this by looking at a cartograph map of my world and noticing some little white specks in the mountain range. I didn't know what they were, and went to the location to find them. I found a pit some 70 blocks deep, but no white specks... until I wised up and pillared up to treetop level.
I now wish that the random world generation created mountains tall enough to breach clouds more often.
