I've recently changed laptops because the new one has an i7 intel processor and my old one had an i3. I could play Minecraft just fine on the i3 at about 70ish FPS. On the new one with an i7, I get between 3-10 FPS. Here's what I have tried:
-Lowered in-game setings like render distance, fast graphics, clouds, etc.
-Checked to make sure I had 64 bit Java to match my 64 bit computer
-Uninstalled and reinstalled Java
-Checked my CPU usage while in game. It runs around 25-30%
-Checked to make sure my graphics drivers were up to date
Any suggestions would be great. This is without mods, I can't connect to Optifine's site right now, so I will try that when I can. Thanks in advance
EDIT: Turning VSync off increases my frames, but I drop back to 2FPS every few seconds. With Optifine I do better, around 70-100 FPS but I run into HUGE lag spikes. The lagometer in optifine says it has to do with ticks (cyan). Any ideas?

Your GPU drivers are out of date. You can update them here. Outdated GPU drivers can harm performance.
You should check Task Manager to see if any other programs are hogging system resources. Minecraft loves a good CPU and lots of RAM.
Also, allocating 4GB of RAM to the game may help a bit with lag spikes. Try not to go over 4GB, as that can actually harm performance due to sloppy programming in either Java or MC.
Finally, you should check for any power management settings that may be enabled in the control panel and in the graphics drivers.

I don't think your a noob, trying to update my drivers has been difficult. Sometimes it says that the drivers are not validated for this computer, and the link you gave me said that my drivers were up to date. Thanks for the help, I might just continue playing Minecraft on my old PC and use this new one for everything else. If I find a solution, I'll let you know

I know Minecraft can run smoothly on Intel HD Graphics.
Here it is running on my HD 3000 powered laptop. The framerate seems to dip a bit when entities are onscreen, and there are small lag spikes here and there, but the game remains perfectly playable.
I ran the game at these settings...
Smooth FPS and World are off, Fast Math and Render are on, all settings in the quality and animation menus are disabled except mipmapping and dripping water/lava.
Apparently I also only have 1GB of RAM allocated to the game.

As a last resort, I suppose you could download the .jar version of the game launcher. I'm not sure if it'll even do anything to help.
Just go to the website and download the launcher for Linux. You should be able to run it as long as you have Java installed.
I don't know if the old launcher is less intensive than the current one, but I guess it might be worth a try.
I suggest backing up your current Minecraft installation before trying this route.
