The problem was "Windows Environmental Variables JAVA_OPTIONS"
I'm all good now! Whew.
If anyone else has this problem open control panel, click System, Advance System Settings, Environmental Variables, then look if you have something for JAVA_OPTIONS and delete it!
I am using a 64bit OS, and i have downloaded the 64bit version of Java, Inside minecraft i set the JVM arguments to have -Xmx2g, when i set it to 2g it displays as "Allocated memory 100% (910Mb)
If i keep it at -Xmx1g, it says Allocated memory 100% (1011Mb) (Edit it does the same if I try Xmx1g)
I dont understand what im doing wrong to get it to go past 1g.
!!!!Um new update, I tried running Minecraft with -Xmx500M and it still runs at 1011M, so now i'm like...!!!!

GPU: AMD Radeon R9 290 4Gb video memory
RAM: 8Gb

The lag spikes are likely the Mem: in the top right reaching 100%. As for the box in the bottom, you probably accidentally hit a keybind that enables it. As for the memory not increasing, I'm not really sure. If possible, did you try the old launcher?
I just removed that value. I removed it since I reinstalled the game, and I'm still getting the problem. As is where I set Xms to 1g I just stop putting in that value.

Did you try an uppercase G? Not sure it that could cause it to do that.. if that doesn't work, how much ram do you have?

I have tried the previous launcher, Technic, and FTB.
Try using the Java you installed, rather than the one that comes with Minecraft.
I tried using that, (switching which java runs from inside the launcher) It still happens.

Did you change Xms value? DO NOT change this value.
