Greetings! I really need help. I have tried many times to sign into my Minecraft Launcher and it keeps saying: "Sorry but we couldn't connect to our servers. Please make sure that you are online and that Minecraft is no blocked. (EOFException: SSL peer shutdown incorrectly)"
Here is a list of things i have tried:
1. Uninstalling EVERYTHING MINECRAFT and reinstalling/downloading
2. Disabled ALL firewall and antivirus. (Windows firewall included)
3. Uninstalling and re-installing java
4. Tried using Minecraft Installer and exe.
5. Tried using Minecraft.jar and got the following:

Webroot appears to have such a service, but its documentation sucks.
It's the Identity Shield section of the manual that talks about "protecting" HTTPS sites but it doesn't really say how to get Webroot to keep its hands off of HTTPS connections.
Okay, thank you for the information, however I had webroot on my computer when i first got minecraft and it worked fine. And i haven't changed any of the settings, so i don't think its Webroot. I haven't really made ANY changes to my computer between the time my Mincraft worked and when it didn't work.
Gerbil, but I already turned Windows firewall off. I'v never even had Windows defender on, and i manually shut webroot down. It still gave me the same error
webroot is a package with lots of parts, there's probably more than one off switch.
I don't think you can really use launcher.pack.lzma manually (could be wrong). I believe the launcher will remove it before attempting to redownload it, and the only way to avoid that would be to unpack it and process the update manually.

works in offline mode, but that ofc disables multiplayer.

Is your Windows 10 version the free upgrade from Windows 7?

To those who still doubt, I have even completely disabled the pre-installed Windows Defender and FireWall; just be sure. Minecraft still held to the error.

I own thirteen unique PC's containing one-hundred percent wiped drives on fresh versions of upbuilt Windows 10. MineCraft still refuses to run on these PC's, presenting the same error. I am thoroughly convinced that this is completely unrelated to third-party software.
If you doubt that I am telling the truth, be informed that I build custom computers for a small profit. I have countless OS versions and PC components to work with.

If you're having issues joining a LAN world while using Webroot SecureAnywhere AntiVirus, open your settings, navigate to System Tools --> System Control --> Control Active Processes and make sure Java or Minecraft are set to Allow.

Kaspersky or ESET antivirus (probably others) can cause this if they have SSL / encryped connection scanning turned on.
The only antivirus i have on my pc is Webroot. And it still didn't work after i turned it off.

A lot of software updates itself. Windows updates itself. stuff changes without you.

Do you get an error or does your browser start a file download?
If you get an error, then the issue affects more than just Java, if not, then it appears to be Java specific
