my PC is even worse and i can play [constantly] with more than 30fps, so improving this is worth a try.
so, there are a couple of ways to boost minecraft. first on the list are always optifine and the Xmx argument to allocate more RAM. then enhance your optifine settings. there is a pretty goot tutorial here, ecen though you won't get 200fps with your pc
Note: not all of these Mods work well together. You will need to make some research to compatibility, depending on which you decide to use.
still issues? make sure minecraft doesn't use a 32bit version of java, cause this will limit the RAM you can allocate to 1GB. Force minecraft to use your graphics card via the grapics driver control center. Or just again, a lot of people had this problem and most of them found a solution, so you will literally drown in answers

With 3GB, he can't really allocate any more than 512MB without possibly crashing his system
Also, you really need to get a new computer because with a 1.8GHz dual-core processor, you really can't do any better than what you already have (here would be a good cheap one)

Oh, i was not sure if there was even a 32bit version of windows 7. nevermind, mine is 32bit, too, and as i said: constantly more than 30fps is definitely possible.
@TheMCPEGamer__ He's already pointed out that there won't be a new pc, so please leave this out of the discussion. btw i'm running with 2x1,6GHz. To sum it up, my System is WAY worse than his, and i have no problems. MCOfficer Over.
Edit: Sorry if that was too rude. i just don't like the fact that, for most people, upgrading hardware seems to be the one-and-only solution, even though you can do a lot with the software itself. Greetings from Germany

You only mention your CPU speed, so how can you conclude that your system is worse? a 4GHz Core 2 is much worse than a 2.3GHz i5. Plus you say you get ~30FPS, and he said he gets 15-50FPS, which is about the same on average. He is seeking to get better performance, and he already does get better than you. So leaving out buying a new computer is stupid, because sometimes that IS the better option. People try and hold on to their junk when it is just not up to snuff to meet the demands. Computers age much faster than other things, and yeah, there are steps one could take to improve performance, most of which I would not even suggest to someone who obviously doesn't know their way around a computer.

Cast aside your festive doylaks: dragon stuff is about to happen.
Multiplayer is lonely once you understand how it actually works.
use smooth render and smooth cunk loading in optifine. while you have MC open, go into the task manager and shut down the proces javaw.exe with LESS memory (there are 2 of them, the bigger one is minecraft itself).
I have a very bad PC
Specs
Video Card: Mobile Intel(R) 945 Express Chipset Family
Processors : Intel(R) Core(TM) DUO CPU T2250 1.73 GHz
Ram: 3GB
OS: Windows 7 Ultimate
I experience lag spikes almost everytime I play Minecraft. Any Suggestion to make it better? I got 15-50 fps but unstable somtimes i reach 0fps
Should be obvious. You admit you have a bad computer, so the only logical solution is... *drum roll*... get a new computer.

if you still have problems, think about fpsplus, BetterFPS, or fastcraft.

Try OptiFine, this should work better for you.
The solution to that is obvious. Start saving.

I could run my minecraft to 50fps but the problem is its unstable it drops to 15fps for just a couple of seconds
