I've been playing on a whitelisted server that I was accepted to join and everything is great except that i've been having a problem that only occurs on this server. Whenever I basically load new chunks my game locks up and freezes. this is a massive pain when exploring, but doesn't happen when around my home. Most of the time after I freeze once I freeze a few more times, slowly getting away from the location i freeze at. This is the log after I join the server (hiding the ip before it):

I do have the optifine mod, but I have tried playing without it and I still freeze so i am putting this in the unmodified section.
click on the appropriate exe , then dropped my render distance from 32 to 25 and I get occasional hitches but its every 5- 10 minutes instead of every 2-3 seconds, usually followed by a hard lock.
I'm running an i7 4790K, 16 GB 2400mhz ram and a GTX 980 TI, figured max render distance was a no brainer, apparently it is, from my research if your on a mid range card like a 770 or so, 15 chunks is a good place to start.
At any rate its playable now, I was expecting more polish from this version than from the PS4 and Win 10, it has more game features but its very temperamental.

My render distance is only 10-12 since this isn't a very good computer. I only freeze when going out of my main area, while with you it sounds like a time thing.
Ok, let's get to the problem. If this problem only happens at that server, probably the server is doing something wrong. Can you ask for them to remove whitelist for a moment to see if that is the problem? And ask them which server are they using (CraftBukkit, Spigot, etc...).
By the way, is that server full of people or almost always empty? Probably you freeze because when the client asks the server for loading chunks, the connection is slow.
So, basically, I need you to tell me everything you know about that server. If there is a way to get it's config, even better.
BTW ask them if that happens to them too.

I know that this server is hosted in Virginia, while I am in SC. But there are people from the uk who play on it so it shouldn't be my connection, especially when i hit tab and see mine at max and theirs low..

There are a lot of people who play on the server but the max amount of people that I have seen on is 5 at a time.
The server's render distance is 10 if that matters.
So, if the people are not having trouble with that server, and you can play well in other servers/worlds, it can be a connection error.
Firstly, go check at the firewall if there is any "javaw.exe" being blocked.
Then, try to ping to that server. Open command line (type cmd on the search bar of the windows menu), then type "ping <server ip>" without the " and the <> (i dont know how to say that in english xD). Then copy the text the command gave and paste it here.
Also, if you can, bring a friend to your home, so he can try to connect to the same server on the same wifi. Just in case the Wifi is the problem in some way.
I don't see anything from java being blocked.

Specs of computer attached. It's an Hp Pavillion that we got a couple years ago sinc eit was on sale and our emachine sucked. One thing that may be screwing me over is that this computer literally can't update itself. I reviewed the update history like two months ago and saw that almost every update it has ever done has failed. We spent all day letting it reinstall ALL of the hundreds of updates, and it said that it failed at doing that...
First off, when pressing Tab, it shows you your connection rating towards other players and yourself, so your connection to yourself, will always be at maximum regardless of what your connection may be towards the server.
Second of all, if you really have connection issues, then staying in roughly the same chunk or same spot allows your client to keep only a radius of 10 chunks around the one you're in loaded
If you move between chunks in any direction, the server and/or client have to Load the 21 chunks further away in front of your movement, and unload the 21 chunks further away behind you. or better yet, this next picture should show you what it would look like from the server's point of view.
Is the issue persisting in any direction you travel away from your home area?
Is the issue persisting even if you stop for a while to allow chunks to finish loading/unloading?
Chances are what you're experiencing is a corrupted chunk within the range of chunks just outside your usual area, or someone's built some pretty crazy redstone stuff just outside of your render distance.
Just to make sure, let them know about the issue, they should know what to do considering they can host a Minecraft server.
If not then they're not very professional about it.
None of the chunks could be corrupted because it only occurs for me. The general area I stay in on the server doesn't cause me problems. It only really happens when I try to go away from that area. Waiting does not help. Another thing is that it only occurs in the overworld, and the nether has no issues.
Those are pretty good values. So, your internet seems to be good.
The computer is pretty good too. However that screen doesn't show the graphic card. Type "dxdiag" at the search bar in the windows menu. If a popup appeas, click Yes. When the main window appears, take a screenshot of the section "System" and "Display". If you have like "Display 1", "Display 2", take a screenshot of all those.
Try Hypercam or Camtasia Studio. Dont use Fraps, as that program records only the games, and if the game crashes, the video is useless. The other programs record the desktop.
Well I don't really understand why any video is useful. I'm just playing the game doing my thing when I just freeze - my screen suddenly locks on a frame as if it were a screenshot and won't display anything else. I have to just keep clicking or anything for it to bring up the not responding screen and let me close it.
I agree that a video might be in order here. Especially since your problem seems to be quite unique, a video might help clear up some dead ends or something.

A friend on the server suggested lowering my render distance, which seemed to slightly reduce freezing, but not much.
