I am trying to open my server so that the "average joe" can connect without the use of Hamachi or some other virtual VPN. I am using a Linksys E1200 router and just today (02-09-17) to ask about ports being blocked/what the problem was. They basically told me what I already knew such as "did you setup a static ip?", "are you sure you port forwarded correctly?". The answer to all of these questions was "yes I did.". My server is running on port 25565 i setup a static ip using this guide. I am currently wanting to host the server on my laptop just so I can see if it would be worth upgrading to a dedicated PC for the server. My computer is running Windows 10 and I have setup my static ip with the following settings:
So when someone tries to connect, it doesn't work? Did you make an exception in your firewall? Also, you aren't trying to test it by using the public IP while on your LAN right? Cuz NAT reflection isn't supported on most routers so that wouldn't work. Check it with aMinecraft server checker.
When people try to connect it does not work but I can connect just fine. I didn't add an exception in my firewall until i saw your post so I tried that as well and used the server checker you linked to but it still did not work. When testing it I used the IP i forwarded ports to which i set to 192.168.1.124 and the port I forwarded was 25565 and I wasn't trying to connect to the server using my public IP.
EDIT:
When I added the exceptions in the firewall I added an exception for TCP port 25565 as well as UDP port 25565
This is a picture of where I can forward ports on my router showing that I forwarded the ports correctly. (I am 99.99% sure I forwarded the ports correctly)

Subnet Mask: 255.255.255.0
Default Gateway: 192.138.1.1
and my DNS servers are
199.16.221.70
199.16.221.71
