I'm thinking by "plugins" you mean "mods", I think you can add seperate mods in the server files of Tekkit, but there are some heavy in-compatibility issues, but even if you do manage to add some mods to it, all of your players would have to install the mods to their own Tekkit files.
So I'm just gonna shorten this and say, "No."
Although, I'm not sure about any mods you would want to add to such a bloated mod-pack, such as Tekkit.
I think the official Tekkit forums would be better for this question, yes?
Hey buddy! I hae been doing the same thing though obviously I am a bit further a long than you. Think of things you have seen on other servers you found useful and look for those. for example you will probably want some sort of home command. I have just started configuring the residence plugin for players to be able to protect an area of land for themselves and friends. To be honest though I just randomly looked through the bukkit plugin list and picked things that in my mind i felt could be useful. A backup plugin is very handy!
Alright so, good plugins to add would be GriefPrevention which is basicly a very advanced protection plugin, http://dev.bukkit.org/server-mods/grief-prevention/. WorldEdit is very nice, Essentials, McMMO for leveling skills and having perks, then ChestShop and Iconomy but thats my choice Hope I helped sorry for any bad grammar

Installing Mods for Tekkit is something like how you install Normal Mods. For Bukkit, You need to put it in the Plugins Directory, so it's slightly different.
