Grab a copy of Ubuntu, you'll be able to dedicated at least 768mb of that RAM to minecraft. Use the guidelines of 100mb per player and you'll be golden.

I have a quad core at 3.8 GHz with 4GB of ram and I couldn't host a 3 man server and play at the same time. Your mileage may vary, but running on a separate machine is preferred.
Install Linux as a dual boot, preferably one WITHOUT a GUI, and do everything from the terminal. Then you'd be able to on 1 GB of RAM. However, I find that the server runs best when at least 2 GB of RAM are allocated to Minecraft, but for 4 users, 1 should be fine.

If you do not know ubuntu well, digging into learning the server version just for this is a very bad idea. The desktop version of xubuntu would be preferred, or linux mint.
As for ram? just get the same type and speed. get these specs: is it SDR, DDR, DDR2, or DDR3? what is the PCxxxx speed of it? google for piriform speccy, it will tell you what you have when you run it, and it will guess at how many slots you have free. Power the system off and look inside to verify because it can be wrong once in a while, then go buy ram from newegg.com, the same type and speed (or a higher speed) then what you have now. Higher speed will just slow itself down for your other sticks, but different types are incompatible.

Another thing you'll have to consider is your upload speed. I was self-hosting a server that ran just fine unless I had more than 3 people on it. After 3, though, my connection couldn't handle it, even though my ram was fine (running 4GB).
Wow. Is MC's server that memory hungry? I suppose that would be a good excuse for upgrading my server box to 4 gigs of RAM. (I should have just bought 4 when I set it up; I have no idea why I went with just 2.) :-)

I have FiOS too, so I don't see why it would matter. It lowers the FPS on your computer drastically if you do server and MC together (and you have 1gb of ram, good luck).
I had just 4 people on as well. Minecraft is a giant memory hog. It takes 1 DEDICATED (dedicated) gigabyte to handle a max of 12 players on a server. Don't make the map too giant either.

I am running my own server on my laptop (Windows 7, Dual core, 4GB DDR3) and I am able to play at the same time with 12 other people. And I get smooth FPS. Just get more RAM, and setup a batch file to run the server with more allocated memory. I allocate about 2GB for the server. But set up a virtual box, it will definitely run it a lot smoother.

I downloaded the Speccy program, and then went on newegg.com and looked at "RAM DDR2 1GB PC2-5300".

if it says dual channel and you have two or more slots free, get a couple 1GB sticks, youll be glad you did.
The corsair is a better more recognized brand but any ram that works works so compare prices and make your own decision. I personally will only buy kingston ram but I am severely picky and you could even call me anal about what ram ill put in my systems.

Yah I tried that on a netbook running 7 = INSTANT fail.
That being said, all depends on your machine, what kind of processor you have, whether it's a laptop or desktop, etc.
All I can say is good luck, but I don't think it's gonna happen, sorry.

check out a 2gb stick, itll be worth it. I just bought a pair of 2GB for my own server, actually. kingston valueram dual 2gb ddr2 kit.
