This is kinda getting me aggravated, i've tried a lot and still haven't gotten this to work.
Every time I put a resource pack on my server, have "Server Resource Packs: Enabled", and join the server, I get kicked and either get a "Disconnected" message or a "Internal Exception: java.io.IOException: An existing connection was forcibly closed by the remote host" message right after the resource pack loads. I assume it is some sort of anti-cheat thing minecraft or spigot does to prevent hackers (which sometimes lag when they join a server), but I don't know what the issue is. I am using Optifine and a special Optifine resource pack, as well as Spigot. Additional info available on request.
I find it interesting that in my log it says:
It is also important to note, if I set "Server Resource Packs: Prompt" and wait for the server to load for 5 seconds, I am not kicked.
Can anyone tell me a more permanent fix for this issue?

I'm not entirely sure on the entire cause. Could you please post the full log if possible. Also, if the resource pack is not really needed for game play, I would recommend removing it. It may also be Minecraft itself as you said when you changed the option to 'Prompt'.

The resource pack is not necessary for gameplay, but for the custom items I have it is. I have a full "Aesthetic" crate on my server that uses this pack.
Here's my log without me joining:
These lines get added when I join with my server resource pack enabled (I replaced IP with 'x's):
If I join with my resource pack on prompt, the top two lines do not get added.

I realize that the server says I'm missing resource-pack-sha1. Is this the problem? If so, how can I make one?

Try removing/updating or finding alternatives for these plugins. Also try renaming the resource pack to something simple like 'abc'. Let me know if this works.

I made the server vanilla to test this and made the resource called abc, still having the same problem.
I think I'm just gonna remove the resource pack, no one on the server besides me has optifine anyway
