thats a local ip and only for someone on your local network, people who don't live in your house need to join via the external ip, you can get that by googling 'what is my ip'

The IP that you use on your own client will be separate from what IP you'll use from external networks.
Use a website such as whatismyipaddress.com to get to your external ip. Your friends will use this IP to log in.
Ensure that you've also port forwarded. You can ensure you've successfully portforwarded using canyouseeme.org after starting the server. Use the port you've defined in the server.properties file. This is 25565 by default. You can additionally copy and paste your IP from whatismyipaddress.com to this status tool to ensure your server is up and running.
Maybe you haven't opened the port or haven't used the IPV4 address. You can put it in the server.properties and make sure it is enabled through the router.
If this doesn't work, I can either provide you a free Minecraft 1GB 24/7 MultiCraft server if I am able to or you can just get a free server at Virmach or ServerOMat. They are both 24/7 with full FTP.

I am having the same problem. I can't get on my own forge 1.7.10 server or a vanilla minecraft server after following all the steps. I even followed the steps to open the port and it still says the port is closed after using a port checker. Can I use all my installed mods on a free or purchased server?
Certain Minecraft hosting companies allow you to use mods and plugins in a minecraft server you bought from them, and some will allow you to select from a list of modpacks. If you are looking to purchase a server, Aim2Game is a company that hosts minecraft servers. I have tried it before, and it is amazing. Another option is TNA Hosting, which also does web hosting. Unless you are very aware of the risks and how to protect your computer, opening up a hole using Port Forwarding is risky. Really, your best bet is using a hosting company, and there are so many to choose from. If you don't need mods, https://minecraft.net/en-us/realms/ is an option you can use to get started, and if you decide you need more than what Realms offers... that is how you know what you want and what you are willing to pay for.

So, the problem is only you can join, or you need help starting it up?
Also, where did you get the IP that your friends are using to join?
The problem is only I can join and the ip I got is from doing IP config in command prompt

When I use can you see me it says error connection timed out

Have you port forwarded? If you have, it didn't work, unless your server wasn't running when you used canyouseeme.org
