I just recently moved my server from realms to a normal host, and would like to add a couple spigot plugins. I am wondering if I use the spigot.jar on the server, that the plug-ins require, will the users on my server need to change the .jar file they use to connect to the server, since I won't be using the minecraft 1.10.2 .jar file anymore? Or won't they have to do anything different to connect to the server?
It all depends on the version of the server you are running. The server's game version will need to match the client's version, for the most part. Spigot vs vanilla won't matter to the client, just the game version will. There are also Spigot plugins that allow some backwards compatibility.
