The port forwarding address does not match the address of your server. Replace 192.168.1.2 with 192.168.1.8 on your router (assuming it hasn't changed again)
Yes thats what he/she means. Also double check the ifconfig/ipconfig again to assure the server computer still has that internal IP. You may also be able to set a static/reserved IP for that computer on the router so that it doesnt change on you and mess the settings up again.
I have a NETGEAR router and have port forwarded correctly, disabled my firewall, and have looked at multiple forums for a solution but still nothing.
And yes I know what I am doing, I've port forwarded before on my previous router doing the exact same steps on my new NETGEAR router.

I have a NETGEAR Nighthawk(R) X4S R7800
LAN IP: 192.168.2
And yes I am able to connect using localhost

Can you do an ifconfig in a command prompt/terminal on your computer and share the results? It's probably correct, just want to confirm.

Your LAN IP seems to be showing up as 192.168.1.8, might need to change that on your router.

So my internal ip changed and I fixed it in my port forwarding page but it the port still isnt open?
