Ok so i created a forge server for my friends so we can play modded survival and they cant join my server with my public ip i used no ip as well i gave them my host name it still didnt work i have a premium account but my friends dont so do they have to have a premium account is that the problem? please please help i have been trying to do this for like 4 days please help.....my public ip keeps changing thats why i used no ip to create a host gave them my host name but still nothing..please help...
i just wanna run the server i m getting so frustrated its like i did everything why the hell its still not working and why the hell my external ip keeps changing and why the hell no ip is not working too

ok then, i will explain all of them.
first, if you want to make minecraft server on your computer make sure you have the server .jar file (i use bukkit)
then, you will need a .bat file for running that server.jar.
batch file is the name given to a type of script file, a text file containing a series of commands to be executed by the command interpreter.
to make a .bat file, press right-click > new > text document. then open that new .txt file. after that, you must enter a command for running that server .jar.
my batch command looks like this:
java -Xmx1024M -jar "bukkit.jar" -o false
Xmx = it's java flag for allocating ram for our server. more ram make your server more powerfull
-jar = java flag for running .jar type file
"bukkit.jar" = it's the name of the server .jar file
-o false = online-mode : false, make your server can be joined by non premium account (and more dangerous from hacker attack, so be careful)
if you finish then save as .bat file, don't .txt file
and which ip am i supposed to give to my friends my public ip(keeps changing) or my internal ip(it changes too from 192.168.1.7 to 192.162.1.4 i tried to make is static by going into wifi properties and giving it a specific ip to use but then my wifi stopped working)
that forge-1.7.10-10.13.4.1614-1.7.10-universal runs the server with mods so i used its name in the .bat file is it okay?

i thought my internal ip only changes from 192.168.1.4 to 192.168.1.7 now its changed to 192.168.1.8 that wasnt expected how do i make my external and internal ip static without messing up my wifi?

your .bat file is correct, nothing wrong
you must give your friend public ip. if you want make your public ip static, you must ask your isp for make it static. otherwise, there is a solution for this. make your own hostname with your public ip! (whatever it changing or not) there is free dns management service called no-ip. check this website: www.noip.com . i'm using it too for my server, and of course it's make my friend easier to remember my hostname (instead of the ip address lol). they have a program for your pc, that program is for updating the public ip of yours if there is a changes

Yea, good luck with that. Given the shortages of IP, if you call your ISP and ask for a static IP on your residential account they'll likely laugh at you. They don't just give them out that easily. I pay $34 a month for my statics and I had to fill out a justification form to get them.

If you have not already done so you need to port-forward the server btw.

can you show me your .bat for running the server? if your friends doesn't have a premium account then give this to your .bat
like my .bat, i use that because i and my friends doesn't have premium accounts too
