So for the past few months I have tried and tried to make a server. i have port forwarded, turned off firewalls and everything but I cant seem to be able to host a server. Here are a list of things that i have including antivirus software to the router and isp:
It is hard to tell since I don't use McAfee. I would suggest that you create a new folder on your desktop and place the server jar into this new folder. Now execute the server jar and accept the EULA that was created in the folder by changing it to this eula=true and saving.
The necessary files will now be created the next time the server is created. You can google my ip to obtain your public IP address which is what you will need to supply to others so they can join your server; so take note of it. You also need to obtain your internally assigned IP that your machine obtained from your router since this is what you port forward to. To get this you need to right click the network icon in your system tray lower right side, open network and sharing center, click the connection link on right side, click details, and finally write down your IPv4 address (this is your internal IP).
Now you you to go into your router and first reserve the internal IP address to your machine. This makes sure that your machine ALWAYS gets assigned the same IP address and doesn't break the port forwarding every time your router or computer is restarted. Now, you are ready to do your port forwarding; there are plenty of tutorials just google.
You can verify if it has been successful by starting your server and then going to canyouseeme.
If you want a gui frontend to assist with server administration I would suggest using BukkitGUI2. Just place it in your server folder and use it to start your server. It is much easier then manually editing configs and creating a startup batch. It can aslo help you figure out server issues.
Ok i have done what you have said and it is still not working. i used the bukkit gui to port forward and the ports are open in the upnp area but when i check the ports online it says they are not open
Are you making sure that the server is started before checking at canyouseeme and you enter the port number you want to check? Also, can you connect to your server locally once it is started? I also wouldn't rely on the port forwarder tool in bukkitgui2 (it is experimental) but rather the one in your router. Those instruction are found here and/or here.
It sounds like a firewall issue then if the port forwarding was done correctly. Here is McAfee's support on the issue or here if you have security center.
You could skip the router for testing to make sure the port forwarding is correct. You could also temporarily uninstall McAfee to test if it is the antivirus suite holding you back. At least you will know where to start.

I believe more then a few had issues with McAfee's firewall.

i've tried all of it i port forwarded with the router and with bukkit but no luck

the thing is is that i disable the firewall on McAfee every time i try
I don't know how I could help any more without sitting in front of the computer; maybe someone else will come along with a suggestion.
yea it may be my isp i have heard that they don't support servers but my friend has the same isp and he can make one
