I made a minecraft server on my pc.. and i can join it from my network by going to direct connect and typing localhost (or adding a server and using localhost as the ip) however when i try to use my public ip address:25565 it dont work.. i get a connection timed out error.. no one else can join either.. now keep in mine that i am 100% positive that i have port forwarded correctly!!! here are some of the other things i have tried.
i have opened the ports in windows firewall and when that didnt work i disabled it completely
i have tried to us DMZ mode
i have disabled my antivirus
i have tried to use no-ip
i have tried to change my ip to static
i made sure java is up to date
it should also be noted that when i restart my pc and check my ports from canyouseeme.org the website says it CANNOT see me, however i downloaded a port checker program and when it runs on my pc it says the ports are open. AND... GET THIS... after i run the port check program if i go back to canyouseeme.org and check my port again it suddenly is open.... and even after the port is confirmed to be open by the program and then the website my server is still not able to be connected to.... I have been dealing with this problem for days.... i have tried every fix i can find for this on the net.. i have carefully read every forum and applied everything that they have said to do and nothing is working.... I am about to lose my mind over this!!!!!!!! at one point during my digging to see what was going on i had a friend try to pin my pc... and he was unable to.... so i tried to ping him.. i was unable to... i tried to ping google.com and get this.... i was unable to.. i have had an internet connection for years and some how even tho i could brows the net download files and watch videos i was unable to ping a website.... any website or pc..... i called my isp and they had me do a factory reset of my modem/ router and that fixed the pinging problem i was soooo excited because i figured this would fix my minecraft server as well.. but it did not... the isp guy told me that according to his logs my router had NEVER been hooked up to the internet before we factory reset it today.. he explained that something had to have gone horriable wrong during the initial set up of the router (a netgear 7550) because by their records it was being turned on for the first time... i was only getting some access on the 3rd level (whatever the hell that means) but after all of that.... it turns out that this was a completly unrelated problem.... FOR THE LOVE OF GOD PLEASE HELP ME!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

You also need to port forward from your computer. If you have Windows 7 or newer, here are the steps: also make sure that your localhost address is in your server.properties file. PORT FORWARDING FROM YOUR COMPUTER STEPS:
Network and Sharing Center > Connections > WiFi/Ethernet > Properties > Sharing > Add
I did port forward in my router.. i am 100% sure i did it correctly. I also port forwarded the my widows firewall. other things ive tried where turning on my dmz for the pc hosting the server through my router and this should have opened all ports.. i have also tried uninstalling my antivirus.. Unless there is some kind of windows setting blocking i don't know what could be.. i have removed all programs that could have blocked it.. i thought for a second that perhaps i had another service using the 25565 port and perhaps that was causing problems but after checking in the cmd i could see no other program than java using this port.. is it possible that i have another java application using this port and taking priority over the mc server??? could it be some kind of spyware that im not finding???? i am at my wits end here.. i am a tech guy.. im the person people in my circle of friends and family come to when they have computer problems... and here i am stuck on what should be an easy install.... frustrating!!!!!!!!!!!!!!!
i have a netgear 7550 through frontier so it has a slightly different gui than the factory netgear 7550 that is covered on portforward.com. but no question about it i have forwarded the port correctly period. as far as false information idk what your talking about because all i have done is talk about what i have done. so unless you are just splitting hairs over terminology i don't know what you could possible mean as far as false information. i have worked with my isp on this for several hours and according to them i have followed the right steps to make this work. and of course i have done things that were completely unnecessary im grasping at straws here. and as far as using online port scanners maybe you missed the part where i also talked about the program i used that checked the port. i launched that program from the pc that i am trying to host the server on. am i wrong to assume that the program would have tested the port by using it? and isn't it odd the the online port scanner does not recognize the port as being open until a program from my pc that uses the port??? what program could possible behave in such an odd manner as to block a port untie a program uses it and yet still block the port from another program trying to listen on it?

You have to port forward from your router and your computer. I had the same problem but I fixed it by port forwarding from the computer. If you have Windows 7 or newer(I am not sure for Windows XP or Windows Vista or MAC OS.) follow these steps:
**Before you click settings when you go to Sharing, make sure to check the box to enable "Allow other network users to connect through this computer's Internet Connection".
Network and Sharing Center > View your basic network information and setup connections > Your Internet's name> Connections: WiFi/Ethernet > Properties > Sharing > Settings > Add

Make sure when you are adding, use the same port and ip and same port when you port forwarded form your internet and your server.properties file.

I don't think you understand what a DMZ is. Your post is filled with false information and unnecessary changes.
Also, don't bother with online port scanners. They are unreliable. Test a for an open port by USING the port. Only surefire way to know if it works.
Cast aside your festive doylaks: dragon stuff is about to happen.
