Ok, by doing a tracert to my public IP I get the following:
1. 192.168.0.1
2. 10.7.100.1
3. Don't know if this is safe to show.
4. Don't know if this is safe to show.
5. My Public IP
What does this mean? What is the next step?
Why are you tracing routes anyway? This is completely unnecessary. And if that really is the trace to your external IP, then you have one wacked network. It should only hop directly to your router, because that is where your external IP is.
You quoted my post, but didn't answer or touch on anything I said.

Hi echonite,
For some reason I thought you wanted me to do a tracert to my IP. After reading over your question again, I don't get what I was thinking, but anyway. What do you mean by trying to log on with my own external IP? That doesn't work doesn't it? You want me to try on somebody else's computer? Or just connect with my ipv4?

Try connecting to your server using your external IP. It can be from any computer, even the one hosting the server.
I could get into why it works, but that isn't really helpful. All you need to know is that it does. If the worwarding is correct, you should be able to connect to your server.
Also, for the sake of completeness, use your IP and the port number. IE 123.32.46.243:25565

Hi echonite,I have tested with firewall turned turned off
1. launched minecraft
2. launched server
3. Tried first to connect with 192.198.0..1134. Attempt succesfull
5. Tried to connect using Public IP
6. Attempt Faluire
7. Trying to connect using Public IP:25565
8. Attempt Faliure
So what does this mean? Does my wacked network have anything to do with it? I've been able to use hamachi, that has worked. What would be the next step?
Hamachi works in a fundimentally different way. You could continue to use it with no real issues if you so chose. If you want to go with the preferred, port forward method, then it comes down to making sure you have the port forward set up properly.
If you have Skype, I got about an hour to kill. If not, then ill need to know some information. All is safe to post, so don't worry.
1. What is your local IP
2. What is the IP of your router. (Your "gateway" if you do ipconfig from your computer)
3. What is the model of your router.

I have sent the information through PM. It would be good if we can leave the non-sensitive information here, just in case anybody else has my same problem.
Under the TCP and UDP sections, put the port you want to use. The same in both. IE 25565. And the IP address is your computer's INTERNAL IP which should be 192.168.0.###
It might be necessary to make an exception for java in your firewall on your computer. Inbound and outbound.
Once you get that set up, I can help test connecting to it.

Here is what I have:
Funny thing is, I don't see my computer's ip listed in Computer Name. However when I have a dynamic IP I do see it in Computer Name. What's up with that? I copied that ip from IPCONFIG
- Echonite
Your router has what is called a DHCP server, which is basically a service that will give out IP addresses to anything that successfully connects to your network. However the IPs are only on lease, and must give them up after a set period of time. However, half way trhough the lease period, the computer will ask the DHCP server if it can keep the IP address. This is important for if the DHCP server gives out say an IP address that you specifically reserved for another device that want online at the time. But 999 times out of 1000, this is a non issue. Further, the router will keep track of common devices that it sees connected based on their MAC address, and what IP address it assigned to them, allowing the DHCP server to assign the same IP address to the same device 99.99% of the time. And as long as the device remains on, the IP is unlikey to ever change. This same principal applies to the IP address you get from your ISP, which is why despite people saying "Weve run out of IPv4 addresses", you can have the same address for years on end, so long as your router isn't disconnected for any prolonged period of time, making the use of domain names for servers of the scale commonly seen around here, basically pointless.
Now! That said... Ill be at my computer for the next 4 hours, so if you start up your server, I can try and connect and we can work out the finer points.
- zrion
The server is started.I will be on and off though, so don't expect an immediate reply.
- Echonite
Well on the plus side, I can ping you, so there is communication going on. So that is good. But no connection to the server.
We seem to be having the same problems; I also can't open port 25565 and receive the same connection refused error. I believe everything is set up correctly, so I was wondering, is it possible that the ISP somehow blocking it? Also, when I check Norton's Logs after my connection to the server is refused, it doesn't show any activity, however I'm not sure it's configured to log these events.
Edit: When I try to check the port with the PFPortChecker it says it cannot check because an application has the port locked.
Many routers, by default, do not report open ports. It is a rather big security issue to do so. Port scanners are unreliable at best.
The best way to test a forward is to try and log in with your external IP.
As for why it won't work when everything looks fine. I can't say. Its possible your ISP is blocking it. Most ISPs don't like people running servers from their homes, and will often outright refuse to help you if they know you are attempting to do so.
That said, you can call up your ISP and ask for information on if they are blocking any ports. You might try on of the lesser used ports, like... 2062 which has no known associations to any other programs out there.
Overall the whole thing is perplexing.

Hi allABOUTtheATP,
Glad to hear somebody has a similar issue! I would recommend subscribing to this thread to see if/how I figure out how to set up the server (if I ever figure out what's up).
So you allowed java, javaw, javaws, and port 2556 thru your firewall? Did you allow those thru your Windows firewall if you have Windows? Or any other firewall?

Hi Anonymous_1234, here is the answer to your questions:
Q:
Did you allow those thru your Windows firewall if you have Windows?
A:
Operating System: Windows 8.1 64-bit
Firewall and Antivirus: Mcafee Internet Security
Yes, I used the built-in Mcafee Firewall.

Is the Windows firewall off then? Or have you not messed with it? To get to it, open control Panel and search for ''firewall" or "windows firewall." I know you use McAfee, but you can have multiple firewalls. Allow the javas and the ports thru the Windows firewall.

Most all third party firewalls (Including McAfee) automatically disable the windows firewall.
