1) go to http://files.minecraftforge.net/
2) get the installer.
3) run the installer
4) select install server and pick the dir for the server
5).....
6)profit
bobs your uncle and you now have forge installed on your 1.6.x server.
if you are going to manually add class files, then you would add them to the main directory of the server jarfile as seen within the zipped folder (and for the server, do NOT delete META-INF). You also need to make sure you're using the server version of forge, and not the client.
from the picture of your server folder you seem to be running bukkit. and as far as I know, right now you can not run forge and bukkit.
now if you just wish to run a forge server. get a vanilla server set up. then run the installer jar. just run it like you would an exe, do not extract it just point it to dir. that the server is installed in. it will tell you that it was installed. then to add mods just put them into the mod folder that is now in the server folder.

Most likely, you are running the wrong jar file. You need to make a batch file like the following:
@echo off
java -Dfml.ignoreInvalidMinecraftCertificates=true -Dfml.ignorePatchDiscrepancies=true -jar [minecraftforge jar name].jar nogui
PAUSE
The [minecraftforge jar name] needs to be replaced with what your forge jar says. For example, mine is: minecraftforge-universal-1.6.2-9.10.0.827.jar, so my batch file needs to be:

if u want to run a forger server here download this http://www.minecraft...hp?action=files click on whichever version you want a server to be ran on . what you want is the INSTALLER download for the version. make sure to select a folder for your server to go to create a start.bat for the forge.jar start the server and you should be good to go . it also inludes an installer for forger for your client as well and heres one if you use optifine and forge,, http://www.minecraft...mac-compatible/

Well from what I understand you cannot yet, because the proper program you would need isn't up to date. Also with 1.7 around the corner they most likely will just wait until then.
Can someone help with modding an external server with forge? I use VeoServ for hosting if that helps.
installing mods on a forge server online with a host is pretty much the same thing while hosting it at home. put the mods in the same place whcih would be the mods folder inside your server directory. getting your files there would be using your hosts FTP access to get into your server/mods folder and uploading them to the server

when you have a server hosted with a company usually in you admin panel somewhere youll see that you have access to whats known as FTP ( file transfer protocol) that is something that lets you take whatever file you like on your comuputer and upload it to your server when you find how to get access to that you can put anything you like onto your server. you host shouldve provided you with a username and password to it if they do provide you with ftp most hosting companies do offer this service. when you find out how to get into your ftp account youll see your server files and folders you can click through and navigate to any folder you wish. when you get to the right folder which in this case is your mods folder. you mods folder should be located in the first menu youre in with your server.properties you world folders and everything its right there on the front page you click on that folder to open it or select it and click op depending on how your ftp works. when you are inside that mods folder there should be a button for upload files click that then you should see a window pop up asking you what you want to upload navigate to your mod click it upload it and it will be on your server. refresh the page to make sure its in you mods folder and youre fine. make sure the server is off when adding the mod.if you uploaded the mod to the wrong place there is usually and option to select the file and move it. installing a mod on a hosted server is the same thing s installing it at home just drop it into your mods folder as is.

The mods folder isn't there, I think I need to install forge? If so, can you please walk me through that. I really appreciate all the help qtpriest.
