Hi I have been trying to make a server for a while now and my friends always get the same error when trying to connect Cannot Connect: Connection Refused. I have given up but tried again recently and it still does that. I portforwared to 25565 TCP/UDP and it still doesnt work I have disabled my firewall (which was a bad idea by the way) but nothing works. I have been told that connection refused means that the IP is blocking it. For internet I use a type of "Internet Stick" that uses cell towers for high speed. I doubt this is the problem because it does it at my friends house too who has an actual high speed internet tower. Anyone think the can help?

I came here to make sure I don't start a thread asking for something other people have solved, and found this thread.
I also have the same exact problem! when i go to multiplayer, it shows the server with "can't reach server" underneath it. then i click on it regardless and it says " failed to connect to the server, connection refused:connect" i can't get on my own server, and neither can anyone else. i have tried just about every supposed solution except downloading hamachi because my computer won't allow me to.
when I go to multiplayer and select my server it says connection refused, and when I go to canyouseeme.org it says I could not see your service on port (25565) Reason: Connection timed out
My friend and I are also having the same problems. We made servers and can log onto our own but not onto each others. I think it might have something to do with some of the updates made. Not sure, but it's a possibility.
Guys I had this problem and I found a fix for myself. It turns out that when 1.6.1 came out for some reason my IPv4 Address changed on my computer. By the way I use Comcast for my internet provider, maybe Comcast had a change. But I looked back in my port forwarding and I changed the last digit to my new appropriate. Originally my last digit was a 10, now it turned into a 6. I hope I helped at least one person.

For you to get on your own server type 'localhost' in the server ip. Check above for a solution.
I'm having a similar problem, but the problem isn't that no one can get on, I have the server on my computer and I can get on with the IPV4 but no one else can get on with the external ip, and I've even tried to see if having them use the IPV4 would work but nope. My IPV4 hasn't changed either. Nothing has as far as I can tell. I've been all over the place looking for a solution to this and no one seems to know what's wrong. It seems like lots of people are having this problem though. I've even seen someone suggest that it's due to some sort of virus but I find that hard to believe because I haven't downloaded anything at all recently aside from updating the server itself and I have only been on trusted sites. I'm being driven crazy by this!

After several days of hair pulling and many curse words I mentioned it to a mate. The problem is JAVA. So what you need to do in your properties file is add
override=true
I have had success in getting into my own server but have not been able to get into contact with anyone yet to see if they are able to get in from a remote computer. But i figure that if I can access it when I could not before then this should fix both issues. Please let me know if this works for you. I hope that this works for you as it has for me
I was having the same problem, when I ask for help, or look up on how to do something, I try to do what they say. But sometimes, my brain just stops working and gets lazy. Then, I decide to try again, but I end up doing what they say, up until the half way point.
Then, I just experiment because I see something that others say, I take that information and I experiment. And, I always get it correct.
MY SOLUTION: [Windows 7]
Go to your search bar
Type in "cmd"
When you get a new window, and it's black, type in "ipconfig"
Look for IPv4 Address
Thats your new IP address.

Hey guys I have a few ways to fix this problem that worked for me and my friends:
1. If you have an ethernet cord direct connected to your MODEM, you do not need to port forward. If it's connected to your ROUTER, than you do need to port forward.
2. Make sure your friend is typing the server address in the following format:
EXTERNAL_IP_ADDRESS:PORT
For Example: 70.44.136.118:25565 (This is your EXTERNAL IP Address. You can find it by simply typing "My Ip Address" into internet search.)
WRONG: 192.168.1.35:25565 OR 10.0.1.35:25565 (These are LOCAL IP Addresses, and are used to connect to LAN servers on the same internet connection as you.)
3. I personally reccomend "Port Map" if you're doing this on a Mac. If not, I reccomend "Simple Port Forwarding"
4. Make sure you can connect to the server using the EXTERNAL IP Address instead of Localhost.
5. Make sure you have enough RAM Allocated to the server "At least 1 GB Minimum" or it will crash when more than one person logs on.
6. Copy and paste what the server console says when your friend tries to log on here. If it says something like: "[SEVERE] Reached end of stream for /70.44.136.118"
than your internet connection is simply not reaching your friend due to a firewall, proxy, or lack of speed. Make both a UCP And TCP exception to your firewall for the server port (25565 Usually), so that you can keep the firewall running. Turn off any proxies you have. Make sure you have a reasonable internet speed, somewhere higher than 25 Mbps is preferable, and a 100 Mbps or even 1 Gbps ethernet Connection is ideal, as its fast, and you get to avoid the whole port forwarding process. Under 15 Mbps is too slow and will NOT work.
7. Since some of you are using Phone Tower Internet (A Verizon/AT&T/Verizon Hockeypuck, Jetpack, or USB Internet Stick), you'll run into a much more complicated issue with port forwarding: You are not the connection's host. Your External IP address is subject to change at any time, and you have no access to a Router or Modem. Contact the Company of the Internet for information on how to port foward.
