Anyways today I've decided to run a minecraft server, a simple small one for me and a few friends. The idea is that I run it on my desktop that has 4g ram total to use while I go play the game on my laptop as to have even less lag. So far it hasn't worked.. maybe it was because the server was new or because I failed somewhere along the way.
Here is the desktop I was talking about, Will it be able to run a server with max 5 people on it? ( Using hamachi for now )

Now I did the simple get the server program, run it and it makes the server. Tried that out and it lagged. So I made a run.bat file to increase the ram that says ( "C:\Program Files\Java\jre7\bin\javaw.exe" -Xms1024m -Xmx1024m -jar "Minecraft_Server.exe" ) remove the (). I think it's working because it goes over the 100mb ram limit it had before.
The thing is it still lags, what else is there I can do to make lag go down?

You upload is really bad, especially for trying to host a server. Generally, you need about 1 mbit per every three people outside of your LAN.
Considering that most ISP's specifically forbid running a server on your connection, you would probably be better off looking at renting a small server from the many companies that offer this. There are even sub-forums for this.
1-5 - Drop at&t and find a new provider now.
5-10 - Fairly slow
10-15 - Still slow, but bearable.
15-20 - sorta' good.
20-25 - good
25-30 - very good
30-35 - extremely good

Main causes of lag on servers:
-Too many people generating new chunks at the same time.
-Too many entities in the server.
-Someone could have a redstone lag machine hidden somewhere.
-Poor internet speed the server is using.
-Low ticks per second.
-Not enough RAM allocated to the server.
These are mostly plugins to help servers with a larger playerbase, but it can still help.
Are you playing minecraft and running the server at the same time? If so, it's also possible that a duo core processor can't handle a server and you playing minecraft at the same time with 4gb of RAM.
You can also try pregenerating your chunks for the world file you use with MCEdit.
I can't really include a tutorial for how to do all these things, but a lot of these factors are the main causes of server lag.
Install 64-bit Windows or Ubuntu. I will recommend Ubuntu, because it is much faster and it consumes less resources.
You need a high upload speed to support more players without lag. Check your speed at "Speedtest.net".
Use Spigot. Spigot is a platform, like CraftBukkit, but it is designed to reduce lag and resource consumption.
Dedicate the machine. Don't run programs on this computer. Buy a normal computer with a normal price to play on, and make the first computer dedicated. It'll reduce lots of lag and make your server 24/7.

It will be able to cope with a few players online, you could probably handle upto 20 players.

Your upload speed is pitiful, and your download speed is better but still pathetic. Of course, you still need the raw processing power as well as an appropriate amount of RAM to run a server, but when you have slow internet like yours, it makes it nearly impossible to run a server with little to no lag. You would be much better off using an actual host.

Also make sure your internet connection is good, that can cuase a lot of lag.
